POLITICS IN BLESSLAND
The Empire of Blessland is an autocracy headed by the Emperor and Autocrat who exercises executive and legislative authority via Imperial Decree. The Emperor can request advice from the Imperial Senate in regards to all areas of policy, legislation and development. State’s are granted legislated Senate Representation and hold Elections on 1 January and 1 June annually to elect State Senators.
Senate Membership is made up of the following people:

IMPERIAL SENATE MEMBERSHIP: JUNE 2021 – JANUARY 2022
IMPERIAL DECREE LIX – ON IMPERIAL SENATE OF BLESSLAND
The Purpose of the Imperial Senate of Blessland: Will form the highest administrative body of Blessland and will be comprised of the important people of State. The Senate will provide advice to the Emperor and Autocrat in regards to all areas of policy, legislation and development.

Senate Regulations:
- The Emperor and Autocrat may appoint someone to the Senate, when acting upon the advice of the Senate majority; or if they have expert experience.
- A Senator’s term will be defined by the Emperor and Autocrat or necessary legislation.
- The Constitution of Blessland forbids the creation of any legislative assemblies, therefore the Imperial Senate of Blessland will not be granted legislative capacity and will serve as an advisory body to the Head of State; and in this capacity forms the policy making body of the Empire. Exercise of legislative and executive power is done so by the Emperor and Autocrat as per the Constitution. The Emperor and Autocrat may choose to hold a Senatorial Vote on legislation and Imperial Decree; however, this vote is not legally binding on the Emperor and Autocrat.
- The Senate may employ nation wide Referendum’s when deciding on major legislation, or at the Emperor and Autocrat discretion. These Referendums would not be legally binding and would be used to gather the will of the people.
- The Imperial Senate, by this Decree, must be consulted when introducing new Memorandum on National Development Plans. General wording changes and minor updates are not required for Consultation. The Imperial Senate has a duty to review the document and provide the Emperor and Autocrat advice and suggest improvements, the latter not being bound by the advice of the former.
- All Senators of Blessland are permitted to present potential legislation to the Imperial Senate for deliberation and discussion. The Imperial Senate may then advise the Emperor and Autocrat on its introduction.
Creation of the Office of President of the Imperial Senate (Amendment 22 May 2021)
While the Emperor and Autocrat will remain the Supreme Leader of the Senate, the Office of the President of the Imperial Senate is hereby created to assist the Emperor in running the Senate and ensuring Senator Compliance.
Responsibilities of the President:
- Scheduling meetings of the Senate – at least bi-monthly
- Ensuring Senators are meeting their Senate Responsibilities as per relevant legislation.
- Overseeing the Senate Meetings and ensuring their smooth running.
- Responsible for the development of Senate Procedure and Standing Orders.
- Responsible for disciplining Senators of the Senate.
- The President is:
- Chosen by the Emperor and Autocrat; who also decides the President’s Term.
- Not to be a Minister or Agency Leader of the Imperial Government.
- Allowed a single vote on legislation presented to the Imperial Senate.
Citizen Senator of the Imperial Senate (Amendment 22 May 2021)
With this Amendment 3 Additional Senate positions will become available to ordinary Citizens of the Empire, who hold no other job or position in the Empire or the Government.
These positions have been created to allow for increased participation in the Senate. Without compromising the Election system and other legislation.
For all intents and purposes, these Senator positions will each be entitled to a single vote in the Senate.
These positions will be subjected to the same terms as regular Senators, meaning Citizens must re-apply for this position every 6 months.
‘Multiple Ministers’ (Amendment 22 May 2021)

- From 22 May 2021, Members of Senate granted their Seat by virtue of being a Minister in the Imperial Government are hereby barred from holding position Multiple Ministries. Therefore all future Minister employed by the Imperial Government of Blessland are only permitted to hold one Ministerial Position:
- This does not apply to current Ministers of the Imperial Government and will only apply to new Ministers of the Imperial Government.
- This is extended to Agency Leaders who were granted their Seat by virtue of being Agency Leaders in the Imperial Government.
- From 22 May 2021, Members of Senate granted their Seat by virtue of being a Minister in the Imperial Government are hereby barred from holding position Multiple Ministries. Therefore all future Minister employed by the Imperial Government of Blessland are only permitted to hold one Ministerial Position:
